What the plan says
Canada's 2026–2028 Immigration Levels Plan sets a target of 380,000 permanent resident admissions in each of the three years. It also sets separate targets for new temporary worker and international student arrivals.
What it does not say
A national admissions target is not an eligibility rule. It does not guarantee an invitation, reserve spaces for applicants abroad or automatically open a new immigration program.
How to use this information
Treat the plan as a signal about government capacity and priorities. Your own options still depend on the rules, selection process and available spaces for the specific program you are considering.
